Following the announcement that an ANCCE Breeders Meeting was to be held during Fiesta Midwest, Breeders across the country submitted questions for ANCCE which were addressed by Javier Conde Cerrato, ANCCE President. The most frequently asked questions presented by Breeders were as follows:

1. ” When will LG-ANCCE be caught up with past inscription and revision documentation backlog ?” C. English, California

To properly answer this question, we must distinguish two situations:

a. Horses with DNA data of their parents already recorded in the Spanish Stud Book (LG). In this case, the answer is that we will catch up within the 2008 calendar year.

b. Horses that do not have DNA data in the Spanish Stud Book. These instances are more complex and time consuming as we need to secure the DNA data or approach other resolution alternatives through parental lineag. In this instance, it is difficult to determine the exact timing of resolution.

At ANCCE, we are making all efforts to secure the DNA data of all horses in the USA as soon as possible as demonstrated by all the LG services conducted in the last five months.

2. ” What is the timeline for processing inscription paperwork ? What are we to expect for the future ?” G. Baker, Michigan

The inscription process should not take longer than 6 months. The matter of term again is a function of the volume of inscriptions submitted to the LG and more importantly the availability of DNA data. It is very important that the parental DNA (if available) be annexed to the pre-inscription documents, In the cases that the owner of the horse does not have it, he might wish to ask UC Davis for it or proceed establish a DNA test in the USA. If the LG has the DNA data of the parents of the horse being inscribed, we should not need more than 3 months to issue the passport.

3. “Does ANCCE have plans to establish an office in the United States ?” M. Nunez, California

We have recruited a LG Administrative Manager to reside in the USA that will administer and coordinate all Stud Book registry services in the USA. The official opening of the LG-ANCCE office is palnned for August 1st 2008.

4. “What is the term that ANCCE will retain the PRE Stud Book ?” H. Langdon, Florida

As governed by the Spanish government and the Ministry of Agriculture (MAPA) in particular, there is no end term to the assignment of the Stud Book to ANCCE. It is understood that the management of the PRE Stud Book has been assigned on a permanent basis.

5. ” When will the LG-ANCCE website be fully operational ?” J. Mack, Illinois

The full scope of the LG-ANCCE website will be completed and operating in a comprehensive manner by end November 2008. Improvements and enhancements will be gradual and evident in a matter of weeks, commencing mid July 2008. The website will also feature many useful functions for Breeders such as the ability to print Certificados de Cubricion, software to manage farm product, the calculation of the inbreeding of horses amongst other features.

6. “Will LG-ANCCE provide the laboratory DNA results to Breeders ?” G. Aldana, California

LG-ANCCE will provide DNA analytical results to Breeders for product registered in the Stud Book in their names.

7. Why does ANCCE use blood cards instead of hair follicles for parent verification ?” B. Ketchum, California

The blood samples tend to last longer and allow for more extensive DNA tests to be performed. It is more reliable as it is more difficult to mix blood than hair when you visit a farm with several foals to be inscribed. Also shipping and storage of blood cards is reliable, easy, clean, safe and fast. ANCCE does not have any other reason in this matter that technical considerations as advised by our laboratory.

8. “My Vet was approved by the Cria, will ANCCE accept inscription documents from my Vet ?” T. Chisholm, Vermont

Yes, your Vet will be accepted after he notifies LG-ANCCE (in writing) that he wants to continue giving inscription services and confirms his contact details. I encourage breeders in the USA to advise the Veterinarians they used in the past.

9. ” What does my Veterinarian need to do to become approved as an LG-ANCCE Inscription Vet ?” L. Cohen, New Jersey

Normally the LG collaborating association proposes veterinarians. In the case of the USA, the LG Delegate in the ANCCE office will coordinate registry services and approve Vets in the country. To be approved your Vet needs to submit a letter of intention to provide inscription services and a brief professional history. The approval process will be kept efficient.

10. There are somewhere between 5,000 and 8,000 Pure Spanish horses in the U.S. that are NOT registered in the Spanish Stud Book. Does LG-ANCCE have aplan to allow open inscription or some other procedure that will, in the future, give the owners the opportunity to move these horses into the Spanish Std Book ?” P. Brennan, Ohio

Representatives of ANCCE have traveled and continue to travel to the USA to service all breeders and evaluate all horses that FESCCR considered “closed” some years ago. These horses must fulfill the same requirements as those born and residing in Spain. We can only register a horse with DNA verification that can be traced back to horses registered in the Stud Book a “Revised” (Aptos Como Reproductores). There is no other alternative, as any deviation from this procedure would risk introducing horses without any certainty of belonging to our breed.
